Professionally, he serves as an emergency management and preparedness leader supporting statewide EMS coordination, operational readiness, and emergency response planning. In addition to his professional role, Todd is deeply committed to volunteer service through the Gamber & Community Fire Company, where he has served in leadership positions and worked to support recruitment, retention, and community engagement initiatives. His combined experience in emergency management and hands-on volunteer service reflects a strong commitment to preserving Carroll County’s sense of community while ensuring it remains safe, prepared, and positioned for the future.

Todd Tracey is an experienced emergency management professional currently serving as Emergency Preparedness & Operations Coordinator, where he leads efforts to support the preparedness, operational readiness, and resilience of Maryland’s EMS system. Prior to his current role at, he spent over six years as a Senior Preparedness Specialist, where he managed the State Special Event Program, including consequence management planning for high-profile events such as Presidential and Gubernatorial inaugurations and major statewide public safety events. Throughout his career, Todd has combined his deep operational expertise with strategic planning and program leadership to enhance emergency preparedness across multiple agencies and jurisdictions. His professional trajectory reflects a commitment to collaborative emergency management, continuous professional development, and strengthening the capabilities of public safety partners across Maryland.
